Ante un escenario que plantea la necesidad de diversificar la matriz productiva e ir en busca de oportunidades genuinas de desarrollo que acompa\u00f1en a la matriz productiva local actual, el Cuerpo de Ediles aprob\u00f3 la Creaci\u00f3n del programa \u201cForesto Industrial\u201d bajo la \u00f3rbita de Secretaria de Desarrollo Econ\u00f3mico,\u00a0 iniciativa del Concejal Juan Manuel Ojeda.<\/p>\n

La forestaci\u00f3n tiene una incidencia positiva directamente sobre el desarrollo y calidad de actividades agr\u00edcolas y pecuarias complementarias a ella. En el plano econ\u00f3mico social la forestaci\u00f3n cubrir\u00e1 las expectativas de los inversores, les permitir\u00e1 el desarrollo de actividades productivas rentables que mejoraran su calidad de vida de manera sustentable, genera empleos permanentes de calidad en el mediano plazo.<\/p>\n

La actividad de la forestaci\u00f3n requiere contar con estrategias sustentadas y validadas en cuanto a las especies a forestar y las acciones a desarrollar para prevenir, minimizar y manejar los problemas que atenten contra la productividad forestal y el ecosistema en general. Un plan de forestaci\u00f3n comercial e industrial planificado integra acciones para recuperar y poner en valor las tierras degradadas, procura el cuidado y preservaci\u00f3n del agua as\u00ed como de la biodiversidad que se ve amenazada constantemente.<\/p>\n

Todo ello da fundamento a la Pieza legal aprobada el pasado 15 de noviembre, mediante la cual se orden\u00f3 la creaci\u00f3n del programa \u201cForesto Industrial\u201d en la \u00f3rbita de la Secretaria de Desarrollo Econ\u00f3mico, con inversi\u00f3n directa de la Municipalidad de Malarg\u00fce y la promoci\u00f3n de agentes econ\u00f3micos privados, para la producci\u00f3n de madera para la industria.<\/p>\n

\"\"El programa \u201cForesto Industrial\u201d tendr\u00e1 como objetivos Desarrollar la forestaci\u00f3n, la industria y los servicios de base forestal en forma econ\u00f3micamente competitiva, socialmente responsable y ambientalmente sostenible;\u00a0 Elaborar un Plan Estrat\u00e9gico del desarrollo foresto industrial para los pr\u00f3ximos 20 a\u00f1os; Relevar especies clones de salic\u00e1ceas e infraestructura existente; Definir n\u00famero total de plantas a implantar; Seleccionar sitios para plantaci\u00f3n definitiva y tierras forestales; Evaluar sitios con presencia de forestales; Evaluar sitios de acumulaci\u00f3n h\u00eddrica por aporte de lluvias;\u00a0 Evaluar sitios en distintas \u00e1reas del departamento con potencial de desarrollo forestal, utilizando \u00e1reas con diferentes aportes h\u00eddricos y Caracterizar agroclim\u00e1ticamente los sitios seleccionados (temperaturas, precipitaciones y caracter\u00edsticas del suelo).<\/p>\n

\"\"El Programa adem\u00e1s deber\u00e1 Determinar el uso industrial potencial de la Producci\u00f3n de la madera: para triturado, para\u00a0 bobinado, para aserrado; le\u00f1a o carb\u00f3n y la Diversificaci\u00f3n de la matriz econ\u00f3mica (Disminuci\u00f3n de riesgos econ\u00f3micos).<\/p>\n

Por su parte la Municipalidad de Malarg\u00fce deber\u00e1 establecer un\u00a0 cronograma de inversi\u00f3n m\u00ednima anual el que deber\u00e1 ser enviado al Honorable Concejo Deliberante de Malarg\u00fce para su aprobaci\u00f3n<\/p>\n

La normativa adem\u00e1s estipula la realizaci\u00f3n de convenios de colaboraci\u00f3n con el Ministerio de Agroindustria, Direcci\u00f3n Nacional de Desarrollo Foresto Industrial; con la UTN (Universidad Tecnol\u00f3gica Nacional) sede San Rafael; con el Instituto Nacional de Tecnolog\u00eda Agropecuaria; \u00a0con el Gobierno de la Provincia de Mendoza para promover y determinar tierras aptas para la forestaci\u00f3n \u00a0y con el Fondo de la Transformaci\u00f3n y el Crecimiento.<\/p>\n

Finalmente el texto aprobado establece que para el proyecto foresto industrial deber\u00e1 destinarse \u00a0un predio m\u00ednimo de 300 hect\u00e1reas en la zona de Ca\u00f1ada Colorada e implem\u00e9ntese el asesoramiento permanente en materia foresto industrial de apoyo y fortalecimiento al empresariado local a fin del desarrollo privado de la actividad como motor de diversificaci\u00f3n de la econom\u00eda.<\/p>\n
