REFERENCIA: SOLICITAR A LA DIRECCI\u00d3N GENERAL DE ESCUELAS DE LA PROVINCIA DE MENDOZA DESARROLLE UNA LEY O REGLAMENTO QUE DE CLARIDAD Y SEGURIDAD AL PERSONAL DE ESCUELAS ALBERGUES.<\/p>\n

APROBADA: 15-11-2018<\/p>\n

Los ediles locales aprobaron el d\u00eda 15 de noviembre por unanimidad el proyecto de resoluci\u00f3n impulsado por el Edil Juan Manuel Ojeda, donde se solicita a la Direcci\u00f3n General de Escuelas de la Provincia de Mendoza desarrolle un Reglamento que de claridad y seguridad al personal que trabaja en Escuelas Albergues. La idea, analizada desde el d\u00eda 18 de octubre, busca disminuir el desarraigo de los ni\u00f1os y j\u00f3venes de las zonas rurales mediante una reglamentaci\u00f3n que contemple las caracter\u00edsticas espec\u00edficas, la realidad propia y distintiva de Malarg\u00fce como de cada zona rural, de cada departamento de la provincia.<\/p>\n

\"\"<\/a><\/p>\n

Por ello y con el fin de \u00a0obtener y sostener en el tiempo la riqueza de cada territorio, el Cuerpo de Ediles solicit\u00f3 a la Direcci\u00f3n General de Escuelas de la Provincia de Mendoza desarrolle un Reglamento que de claridad y seguridad al personal que trabaja en Escuelas Albergues\u00a0 generando especificidad que contenga y brinde respuestas a la existencia de la Escuela Albergue como una modalidad con sus complejidades y caracter\u00edsticas propias.<\/p>\n

Mediante el texto aprobado adem\u00e1s se solicit\u00f3 que \u00a0se tome el modelo del Anexo como gu\u00eda para legislar o reglamentar las Escuelas Albergues.<\/p>\n

La propuesta de REGLAMENTACI\u00d3N DE ESCUELAS ALBERGUES PARA ESCUELAS ALBERGUES DE LA REGIONAL SUR: MALARG\u00dcE, GRAL. ALVEAR Y SAN RAFAEL cuenta con 4 cap\u00edtulos \u00a0mediante los cuales se define\u00a0 a las Escuelas Albergues como Instituciones Educativas en las cuales se ofrece una formaci\u00f3n integral orientada hacia el fortalecimiento acad\u00e9mico y al desarrollo de habilidades sociales y el reconocimiento de \u00a0las mismas como UNA MODALIDAD, por lo que la Junta Calificadora de M\u00e9ritos del Nivel Primario emitir\u00e1 un bono espec\u00edfico para ESCUELA ALBERGUE Y HOGAR.<\/p>\n

La propuesta adem\u00e1s \u00a0incluye \u00a0la CLASIFICACI\u00d3N DE LAS ESCUELAS ALBERGUES para lo cual debe REMITIRSE A LA LEY 4934 Y SU DECRETO REGLAMENTARIO. AL CUAL SE AGREGAR\u00c1: ESCUELAS INH\u00d3SPITAS (con 120% zona); ORGANIZACI\u00d3N INSTITUCIONAL; GABINETES PSICOPEDAG\u00d3GICOS; SERVICIOS DE APOYO.<\/p>\n

La reglamentaci\u00f3n propone que HASTA TANTO SE REGULARICE LOS NOMBRAMIENTOS Y SE COMPLETE LAS PLANTAS FUNCIONALES DE LAS INSTITUCIONES, SE CONTIN\u00daE CON LOS TURNOS DE ALBERGUE REALIZADOS POR LOS DOCENTES CON CARGO Y BRINDAR UNA TEMPORALIDAD DE UN A\u00d1O PARA LA NORMALIZACI\u00d3N DE LAS PLANTAS POR PARTE DE LA DGE.<\/p>\n

ANTE LA P\u00c9RDIDA DE CAPACIDAD F\u00cdSICA DE UN DOCENTE, EN EL QUE SALUD LABORAL DISPONGA QUE EL MISMO CUMPLA TAREAS COMO CAMBIO DE FUNCIONES, SI EL DOCENTE PERTENECE A LA PLANTA FUNCIONAL DE LA ESCUELA PODR\u00c1 CUMPLIR DICHO CAMBIO DE FUNCIONES EN\u00a0 EL MISMO ESTABLECIMIENTO. EXCEPTO LOS CASOS PSIQUI\u00c1TRICOS.<\/p>\n

Seg\u00fan el anexo de la resoluci\u00f3n aprobada, EN LAS ESCUELAS ALBERGUES NO PODR\u00c1 HABER CAMBIOS DE FUNCIONES POR PSIQUIATR\u00cdA<\/p>\n

Respecto a las CONDICIONES PARA ACCEDER A LOS CARGOS la reglamentaci\u00f3n propuesta\u00a0 establece que podr\u00e1n acceder a cubrir cargos de docentes en las escuelas albergues todos aquellos profesores que posean el t\u00edtulo respectivo, psicof\u00edsico apto para escuela albergue, certificado de Buena Conducta vigente y Bono de ESCUELA ALBERGUE Y HOGAR.<\/p>\n

En lo que respecta a \u00a0LA CARRERA DOCENTE, el ingreso a la misma se efectuar\u00e1 por nombramiento para el cargo de menor jerarqu\u00eda del escalaf\u00f3n respectivo. Estatuto del Docente.\u00a0 El ingreso a la docencia en las Escuelas Albergues y Hogar se podr\u00e1 hacer como docente titular o como docente suplente.\u00a0 Para el INGRESO DE LA DOCENCIA el aspirante deber\u00e1 ser argentino nativo, por opci\u00f3n o naturalizado y dominar el idioma castellano;\u00a0 Poseer la capacidad f\u00edsica, ps\u00edquica. Buena salud y conducta moral, necesarias para el desempe\u00f1o de sus funciones; Poseer t\u00edtulo docente espec\u00edfico para la modalidad albergue y Hogar conforme a lo establecido en la \u00a0Ley; Poseer t\u00edtulo af\u00edn con la especialidad respectiva para cubrir aquellos cargos en los cuales no existan titulaciones espec\u00edficas o en el caso que no existan postulantes que cumplimenten el punto anterior ; En caso de no poseer t\u00edtulo con modalidad Albergue y Hogar se requerir\u00e1 el pos t\u00edtulo espec\u00edfico de la modalidad. S\u00f3lo en caso que no se presenten postulantes que re\u00fana este requisito s\u00f3lo excepcionalmente se aceptar\u00e1 quien no lo posea y quien opte en la situaci\u00f3n prevista en el\u00a0 inciso anterior estar\u00e1 obligado a realizar el mencionado pos t\u00edtulo<\/p>\n

La reglamentaci\u00f3n adem\u00e1s determina que todo ascenso se har\u00e1 por concurso de t\u00edtulos, antecedentes y oposici\u00f3n en todos los casos. El personal docente tendr\u00e1 derecho a los ascensos, siempre que Posea la Antig\u00fcedad m\u00ednima\u00a0 requerida para el concurso en el que se presenta para maestro secretario, director-maestro, vicedirector y director se requerir\u00e1 una antig\u00fcedad de 7 a\u00f1os como docente titular en Escuelas Albergues\/Hogar de la provincia Mendoza y para\u00a0 Supervisor T\u00e9cnico Seccional: una antig\u00fcedad de cinco a\u00f1os como director titular de albergue\/hogar en la provincia de Mendoza<\/p>\n

En tanto las permutas se resolver\u00e1n con la participaci\u00f3n de la Junta Calificadora de M\u00e9ritos de la modalidad y el nivel que corresponda.<\/p>\n

Finalmente la propuesta\u00a0 hace menci\u00f3n a la necesidad de garantizar \u00a0CONDICIONES B\u00c1SICAS PARA EL FUNCIONAMIENTO DE LAS\u00a0\u00a0 \u00a0ESCUELAS ALBERGUE EN EL ENTORNO SOCIAL con\u00a0 servicios b\u00e1sicos como Centro de Salud, Sistema de Comunicaci\u00f3n, V\u00edas de Comunicaci\u00f3n transitables y Medio de movilidad propia.<\/p>\n
