N\u00b0 4.830-HC-023-2.020.Bloque Frente Cambia\u00a0 Mendoza. \u00a0 Proyecto de Resoluci\u00f3n:\u00a0 Reasignar\u00a0 la partida destinada a becas del Honorable \u00a0 Concejo Deliberante de Malarg\u00fce, consignada en la <a href=\"https:\/\/hcd.malargue.gov.ar\/2020\/07\/31\/resolucion-n-094-2-020\/\">Resoluci\u00f3n N\u00b0 094\/2.020<\/a>.<\/p>\n<p>La situaci\u00f3n de pandemia que se afronta en la actualidad y la crisis econ\u00f3mica que\u00a0 enfrenta el municipio local.<\/p>\n<p>y;<\/p>\n<p>CONSIDERANDO: Que los concejales observamos que, hist\u00f3ricamente, el otorgamiento\u00a0 de becas ha sido utilizado como una herramienta pol\u00edtica cuya entrega por lo tanto\u00a0 es arbitraria y muchas veces responde a intereses que distan de los ideales.<\/p>\n<p>Que el Departamento Ejecutivo Municipal asiste a una gran cantidad de familias en\u00a0 situaci\u00f3n de vulnerabilidad a trav\u00e9s de la Direcci\u00f3n de Desarrollo Social, cuyo \u00a0\u00a0 proceso, se realiza a trav\u00e9s de la confecci\u00f3n de carpetas sociales, asegura que \u00a0\u00a0 sean las familias con mayores necesidades las que accedan a estas ayudas.<\/p>\n<p>Que en el marco de la pandemia que estamos atravesando es preciso asegurar que\u00a0 los recursos disponibles, que son escasos y limitados, aseguren una mejor calidad \u00a0 de vida a las familias que se encuentran en condiciones m\u00e1s desfavorables.<\/p>\n<p>Que el Departamento Ejecutivo Municipal, desde el mes de marzo, con Partidas del Presupuesto municipal y aportes de funcionarios y concejales del bloque\u00a0 oficialista, \u00a0 ha estado reforzando al sistema de salud local, ha aportado alimentos en los \u00a0\u00a0 barrios de la periferia con la colaboraci\u00f3n del Ej\u00e9rcito Argentino, ha atendido\u00a0 situaciones de emergencia relacionadas con la pandemia, por lo que consideramos que esta partida del Concejo ser\u00e1 utilizada a conciencia.<\/p>\n<p>EL HONORABLE CONCEJO DELIBERANTE DE LA MUNICIPALIDAD DE MALARG\u00dcE EN USO DE LAS FACULTADES QUE LE SON PROPIAS.<\/p>\n<p>RESUELVE<\/p>\n<p>ARTICULO 1\u00ba: Que el Honorable Concejo Deliberante reasigne los recursos previstos en el Presupuesto del a\u00f1o 2020 para Incentivos Educativos y Subsidios\/Subvenciones a organizaciones civiles, equivalente a pesos cuatro millones trescientos mil \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 ($4.300.000) -Item ayuda social directa, inciso 1, folio N\u00ba 20 del Presupuesto \u00a0\u00a0 General de Gastos- a fin de que los mismos sean utilizados por el Departamento Ejecutivo Municipal para reforzar la partida presupuestaria de la Direcci\u00f3n de\u00a0 Desarrollo Social, asegurando la asistencia a las familias que se encuentran en\u00a0 estado de mayor vulnerabilidad socio-econ\u00f3mica.<\/p>\n<p>ART\u00cdCULO 2\u00ba: El Departamento Ejecutivo Municipal deber\u00e1 informar por escrito al\u00a0 Honorable Concejo Deliberante sobre el destino espec\u00edfico de la partida \u00a0 mencionada, la cual tendr\u00e1 como destinatarios exclusivos a familias que posean\u00a0 carpeta social.<\/p>\n<p>ART\u00cdCULO 3\u00b0:Comun\u00edquese, reg\u00edstrese, agr\u00e9guese copia de la presente en las\u00a0 actuaciones correspondientes y arch\u00edvese.<\/p>\n<p>DADA EN LA SALA DE SESIONES DR.
