VISTO: El Expte. N\u00b0 5.134-HC-044-2.022. Interbloque Partido Federal-Frente de Todos-Reconstruyendo Malarg\u00fce- Frente Cambia Mendoza. Proyecto de Ordenanza: Crear el Programa Municipal \u201cGas m\u00e1s cerca\u201d.<\/p>\n

La dificultad de adquirir la garrafa social o garrafas a valores econ\u00f3micos por parte de la poblaci\u00f3n que no posee gas de red.<\/p>\n

y;<\/p>\n

CONSIDERANDO: Que el clima del Departamento es semi\u00e1rido y hace que los inviernos sean muy fr\u00edos y la mayor\u00eda de los d\u00edas sean parcialmente nublados.<\/p>\n

Que la temporada fr\u00eda dura aproximadamente 4 meses, generalmente desde mayo a agosto, con temperaturas promedios durante julio de m\u00ednima de -1 \u00b0C y m\u00e1xima de \u00a0\u00a0 11 \u00b0C.<\/p>\n

Que al no contar con la extensi\u00f3n de red requerida y\u00a0 las pocas posibilidades de\u00a0 conectarse a la red de gas natural de los vecinos en distintos sectores del Departamento.<\/p>\n

Que existiendo la posibilidad de conectarse a la red de gas natural \u00a0muchas familias no lo pueden hacer por su costo elevado, priv\u00e1ndolos de ese servicio para satisfacer sus necesidades diarias y de calefacci\u00f3n.<\/p>\n

Que el uso del gas licuado de petr\u00f3leo (GLP) y la tarifa de subsidio al transporte del suministro resuelven, en parte, en la actualidad la distribuci\u00f3n del servicio que no posee de infraestructura para llevar gas natural a las casas.<\/p>\n

EL HONORABLE CONCEJO DELIBERANTE DE LA MUNICIPALIDAD DE MALARGUE EN USO DE LAS FACULTADES QUE LE SON PROPIAS<\/p>\n

ORDENA<\/p>\n

ART\u00cdCULO 1\u00ba: Cr\u00e9ase el Programa GAS M\u00c1S CERCA en el \u00e1mbito del Departamento Ejecutivo Municipal cuyo objetivo es proveer garrafas de 10 kg en cantidad y precio acorde a familias con bajo poder adquisitivo y que no tengan acceso al servicio por red, a trav\u00e9s de la compra de unidades.<\/p>\n

ART\u00cdCULO 2\u00ba: Autor\u00edcese al Departamento Ejecutivo Municipal a la firma de convenios con organismos y empresas p\u00fablicas y\/o privadas con el objeto de\u00a0 adquirir envases de gas licuado, propios o en comodato.<\/p>\n

ART\u00cdCULO 3\u00b0: Encomi\u00e9ndese al \u00e1rea que disponga el Departamento Ejecutivo Municipal a efectos de poner en ejecuci\u00f3n el programa objeto de la presente norma a realizar:<\/p>\n

    \n
  1. Relevamiento de los hogares que ser\u00e1n alcanzados por el programa, trabajando con las Uniones vecinales.<\/li>\n
  2. Coordinaci\u00f3n de la log\u00edstica para la entrega de las unidades en la zona urbana, periurbana y rural.<\/li>\n
  3. Determinaci\u00f3n de la periodicidad del programa en virtud de la cantidad de potenciales beneficiarios y mes del a\u00f1o.<\/li>\n
  4. Resoluci\u00f3n del grado total o del 50% del subsidio de acuerdo al informe socioecon\u00f3mico de la familia.<\/li>\n<\/ol>\n

    ART\u00cdCULO 4\u00b0: Imp\u00fatense los gastos que demanden la ejecuci\u00f3n de la\u00a0 presente ordenanza a partidas del presupuesto en vigencia.<\/p>\n

    ART\u00cdCULO 5\u00b0: Comun\u00edquese, reg\u00edstrese, c\u00famplase, publ\u00edquese, agr\u00e9guese copia de la presente en las actuaciones correspondientes y arch\u00edvese.<\/p>\n
