Proyecto de Resoluci\u00f3n: Solicitar informe sobre protocolo contra incendio en cubierta sanitaria, plan de contingencia para zonas aleda\u00f1as y avances sobre su traslado.<\/p>\n<p>La cantidad de incendios que se producen en la cubierta sanitaria generando efectos negativos al medio ambiente como la contaminaci\u00f3n del aire, la p\u00e9rdida de la vegetaci\u00f3n y la degradaci\u00f3n del suelo.<\/p>\n<p>Y;<\/p>\n<p>CONSIDERANDO: Que el Art\u00edculo N\u00b0 71, Inciso 10 de la Ley Provincial N\u00b0 1079, establece, que el Concejo Deliberante podr\u00e1 pedir al Departamento Ejecutivo los datos o informes que crea necesarios y deber\u00e1n ser contestados, debidamente fundados, en un plazo no mayor de diez (10) d\u00edas, prorrogables por otro plazo igual cuando la complejidad de lo requerido as\u00ed lo exija,\u00a0 previa comunicaci\u00f3n al concejo.<\/p>\n<p>Que el Art\u00edculo N\u00ba 105, de la Ley Provincial N\u00ba 1079 enumera las atribuciones y deberes del Intendente y en su inciso 13 establece que debe suministrar verbalmente o por escrito los informes que le pueda requerir el Concejo Deliberante.<\/p>\n<p>Que es fundamental el cumplimiento \u00a0de los\u00a0 principios\u00a0 que deben\u00a0 regir la gesti\u00f3n de residuos urbanos que permita\u00a0 identificar, agrupar y establecer una priorizaci\u00f3n de tareas, tendientes a la\u00a0 reducci\u00f3n, valorizaci\u00f3n,\u00a0 clasificaci\u00f3n de los residuos y\u00a0 la implementaci\u00f3n de gestiones para la clausura de basurales a cielo abierto.<\/p>\n<p>Que la\u00a0Ordenanza Municipal N\u00b0 2.084\/2.021\u00a0indica que la quema de residuos org\u00e1nicos e inorg\u00e1nicos queda terminantemente prohibida, determinando distintas penalidades que van desde la concientizaci\u00f3n hasta multas aplicables a los ciudadanos que la infrinjan.<\/p>\n<p>Que por los distintos cambios culturales y sociales permanentes de la comunidad debe irse adecuando el manejo de estas situaciones por parte del Estado Municipal, resultando necesario replantear diferentes estrategias en materia ambiental y social, para dar soluci\u00f3n a los graves problemas que se viven hoy en la cubierta sanitaria.<\/p>\n<p>Que a principios del mes de junio el Intendente Municipal confirm\u00f3 la creaci\u00f3n de un Comit\u00e9 de Emergencia, para el traslado de la cubierta sanitaria y la implementaci\u00f3n de la recolecci\u00f3n y separaci\u00f3n de origen por la imposibilidad de manejo en el lugar actual, que se encuentra colapsado.<\/p>\n<p>Que por los \u00faltimos acontecimientos de p\u00fablico conocimiento resulta necesario conocer los distintos avances sobre la materia por parte del Departamento Ejecutivo Municipal.<\/p>\n<p>EL HONORABLE CONCEJO DELIBERANTE DE LA MUNICIPALIDAD DE MALARGUE EN USO DE LAS FACULTADES QUE LE SON PROPIAS<\/p>\n<p>RESUELVE<\/p>\n<p>ART\u00cdCULO 1\u00ba:\u00a0 Solicitar al Departamento Ejecutivo Municipal informe a\u00a0 este Honorable Concejo Deliberante el plan de acci\u00f3n y protocolo actual para mitigar los incendios en la cubierta sanitaria, los avances del Comit\u00e9 de Emergencia y las distintas alternativas del nuevo destino de la cubierta sanitaria que permita una gesti\u00f3n responsable y adecuada de residuos urbanos.<\/p>\n<p>ART\u00cdCULO 2\u00ba: Comun\u00edquese, reg\u00edstrese, agr\u00e9guese copia de la presente en las actuaciones correspondientes y arch\u00edvese.<\/p>\n<p>DADA EN LA SALA DE SESIONES DR.
