N\u00b0 5.208-HC-050-2.022. Interbloque Encuentro- Reconstruyendo Malarg\u00fce-Frente de Todos &#8211; Cuidemos Malarg\u00fce- UCR.Independiente- Frente Cambia Mendoza. Proyecto de Ordenanza Solicitar al Departamento Ejecutivo Municipal realice los convenios pertinentes con las Instituciones Terciarias del Departamento de Malarg\u00fce, IES N\u00b0 9-018 Gobernador Celso A Jaque, PT- 164 Diocesano San Jos\u00e9 y Sede del Instituto Jorge E Coll. N\u00b0 9-016.<\/p>\n<p>Que en el Departamento de Malarg\u00fce, existen Institutos Terciarios de gesti\u00f3n p\u00fablica y privada, que necesitan tener apoyo del Municipio para su continuidad y crecimiento.<\/p>\n<p>y;<\/p>\n<p>CONSIDERANDO: Que se tiene como antecedente el acuerdo de implementaci\u00f3n presencial de la carrera de Educaci\u00f3n F\u00edsica en Malarg\u00fce, entre la Universidad JuanAgust\u00edn Maza y la Municipalidad.<\/p>\n<p>Que el derecho de igualdad a la educaci\u00f3n est\u00e1 garantizado por\u00a0 el\u00a0 Art\u00edculo: 11\u00b0 de la Ley 26.206 que dispone \u201cLos fines y objetivos de la Pol\u00edtica Educativa Nacional son:<\/p>\n<p>a)Asegurar una educaci\u00f3n de calidad con igualdad de oportunidades y posibilidades, sin desequilibrios regionales ni inequidades sociales\u201d. Que el Art. 14\u00b0 de la Constituci\u00f3n Nacional establece que \u201cTodos los habitantes de la Naci\u00f3n gozan de los siguientes derechos conforme a las leyes que reglamenten su ejercicio; a saber: de ense\u00f1ar y aprender\u201d.<\/p>\n<p>Que el Art. 16\u00b0 del mismo cuerpo normativo, expresamente garantiza \u201c\u2026Todos sus\u00a0 habitantes son iguales ante la Ley\u2026\u201d<\/p>\n<p>Que el nivel superior funciona como medio que permite a los alumnos la profesionalizaci\u00f3n y el desarrollo para un mejor futuro.<\/p>\n<p>Que las carreras terciarias brindan una excelente capacitaci\u00f3n para insertarse en la vida profesional y en el \u00e1mbito laboral.<\/p>\n<p>Que a nivel Departamental la oferta educativa terciaria en reiteradas ocasiones no se puede ampliar o mantener, debido a que no se cuenta con el apoyo del Municipio para la gesti\u00f3n de nuevas carreras.<\/p>\n<p>Que los Institutos o Terciarios ofrecen formaci\u00f3n t\u00e9cnica en diferentes \u00e1reas\u00a0 profesionales (empresarial, tecnolog\u00eda, salud, artes, ciencias, etc.) y formaci\u00f3n docente para la ense\u00f1anza en los niveles inicial, primario, secundario y terciario de la educaci\u00f3n oficial.<\/p>\n<p>Que el I.E.S N\u00b0\u00a0 9-018 Gobernador Celso Alejandro \u00a0Jaque todos los a\u00f1os cambia de oferta educativa y en la actualidad ofrece las siguientes carreras:<\/p>\n<p>* Profesorado de Educaci\u00f3n Primaria.<\/p>\n<p>*Profesorado de Educaci\u00f3n Secundaria en Matem\u00e1tica.<\/p>\n<p>*Profesorado de Educaci\u00f3n Secundaria en Lengua y Literatura.<\/p>\n<p>*Profesorado de Educaci\u00f3n Secundaria en Qu\u00edmica.<\/p>\n<p>*Tecnicatura Superior en Administraci\u00f3n de Empresas.<\/p>\n<p>*Tecnicatura Superior en Turismo y Hoteler\u00eda.<\/p>\n<p>*Tecnicatura Superior en Petr\u00f3leo y Gas.<\/p>\n<p>*Tecnicatura Superior en Energ\u00eda Renovables.<\/p>\n<p>*Tecnicatura Superior en Metalmec\u00e1nica.<\/p>\n<p>*Tecnicatura Superior en Higiene y Seguridad con Orientaci\u00f3n en Calidad y Medio Ambiente.<\/p>\n<p>Que el Instituto Superior PT -164 \u201cDiocesano San Jos\u00e9\u201d en la actualidad ofrece las\u00a0 siguientes carreras:<\/p>\n<p>*<a href=\"https:\/\/expoeducativa.mendoza.edu.ar\/carreras\/668\/profesorado-de-educaci\u00f3n-especial-con-orientaci\u00f3n-en-discapacidad-intelectual\">Profesorado de Educaci\u00f3n Especial con orientaci\u00f3n en discapacidad\u00a0 intelectual<\/a>.<\/p>\n<p>*<a href=\"https:\/\/expoeducativa.mendoza.edu.ar\/carreras\/665\/profesorado-de-educaci\u00f3n-primaria\">Profesorado de Educaci\u00f3n Primaria.<\/a><\/p>\n<p>Que la Sede del Instituto de Educaci\u00f3n F\u00edsica Dr. Jorge E. Coll N\u00ba 9-016 en la actualidad ofrece la siguiente carrera:<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 *Tecnicatura Superior en Conservaci\u00f3n de la Naturaleza.<\/strong><\/p>\n<p>Que con la inversi\u00f3n por parte del Departamento Ejecutivo a terciarios ya existente en el Departamento de Malarg\u00fce, se permitir\u00e1 la apertura de nuevas carreras,\u00a0 mejoras en las condiciones edilicias, becas a alumnos y el crecimiento en general de los mismos.<\/p>\n<p>EL HONORABLE CONCEJO DELIBERANTE DE LA MUNICIPALIDAD DE MALARG\u00dcE EN USO DE LAS FACULTADES QUE LE SON PROPIAS.<\/p>\n<p>ORDENA<\/p>\n<p>ART\u00cdCULO 1\u00ba: Encomi\u00e9ndese al Departamento Ejecutivo Municipal, a trav\u00e9s del \u00c1rea que\u00a0 corresponda, a confeccionar y celebrar los convenios pertinentes con InstitucionesTerciarias del Departamento de Malarg\u00fce: IES N\u00ba 9-018 Goberador Celso Alejandro Jaque, Instituto Superior Diocesano San Jos\u00e9 PT 164 y sede del Instituto Dr. Jorge E. Coll N\u00b0 9-016, \u00a0para la apertura de futuras carreras, previo estudio y\/o sondeo territorial de oferta y demanda laboral, como as\u00ed tambi\u00e9n destinadas a capacitaciones\u00a0 con puntaje docente, sistema de becas, mejoramientos edilicios y\/o cualquier proyecto \u00a0 que permita una educaci\u00f3n superior de calidad y con posibilidades para todos.<\/p>\n<p>ART\u00cdCULO 2\u00ba: Autor\u00edzase al Departamento Ejecutivo que los Convenios a realizar con los\u00a0 Institutos Terciarios del Departamento, no tengan una inversi\u00f3n, por parte del Municipio, menor al acuerdo arribado con la \u201cUNIVERSIDAD JUAN \u00a0AGUSTIN MAZA\u201d. (monto $ 8.391.600)<\/p>\n<p>ART\u00cdCULO 3\u00ba: Instr\u00fayase al Departamento Ejecutivo Municipal, para que las inversiones a\u00a0 destinarse a los Convenios encomendados en el Art. 1\u00b0 sean incluidos en el Presupuesto Municipal para el a\u00f1o 2.023 y sucesivos Ejercicios Presupuestarios asign\u00e1ndose a tales fines partidas provenientes de la Coparticipaci\u00f3n Provincial concepto de Regal\u00edas Petrol\u00edferas, Uran\u00edferas, Gas\u00edferas e H\u00eddricas.<\/p>\n<p>ART\u00cdCULO 4\u00b0: Rem\u00edtase al Honorable Concejo Deliberante los Convenios celebrados de\u00a0\u00a0 acuerdo al Art. 1\u00b0, a los fines de su conocimiento y tratamiento.<\/p>\n<p>ART\u00cdCULO 5\u00ba: Comun\u00edquese, reg\u00edstrese, c\u00famplase, publ\u00edquese agr\u00e9guese copia de la presente en las actuaciones correspondientes y arch\u00edvese.<\/p>\n<p>DADA EN LA SALA DE SESIONES DR.
