N\u00ba862-HC-41\/92 S\/ Creaci\u00f3n de la Banca Ciudadano en el Honorable  Concejo Deliberante. <br>La necesidad de propiciar la participaci\u00f3n en forma efectiva de la comunidad, en busca de distintas soluciones individuales o colectivas, y;<\/p>\n\n\n\n<p>CONSIDERANDO: Que por opiniones en los medios period\u00edsticos, pol\u00e9micas de real inter\u00e9s en las que participan diversas entidades, con reclamos, criticas, peticiones etc, se reflejan distintas formas de expresar inquietudes en torno a lo que acontece en la ciudad o en los distritos.<\/p>\n\n\n\n<p>Que lamentablemente no siempre este tipo de actividades se desarrolla en el \u00e1mbito natural, como lo es el Honorable Concejo Deliberante. <\/p>\n\n\n\n<p>Que se debe crear un espacio que permita la expresi\u00f3n de todos aquellos que quieran hacer conocer sus inquietudes en forma directa y personal.<\/p>\n\n\n\n<p>EL HONORABLE CONCEJO DELIBERANTE DE LA MUNICIPALIDAD DE MALARG\u00dcE EN USO DE LAS FACULTADES QUE LE SON PROPIAS.<\/p>\n\n\n\n<p>RESUELVE<\/p>\n\n\n\n<p>ARTICULO 1\u00ba: Cr\u00e9ase la BANCA DEL CIUDADANO, desde la cual cualquier ciudadano podr\u00e1 ejercer desde su derecho a peticionar ante el Honorable Concejo Deliberante y exponer libremente sus ideas y opiniones en torno a temas inherentes al Municipio, que considere oportuno para el inter\u00e9s general. <\/p>\n\n\n\n<p>ARTICULO 2\u00ba:Las personas que quieran hacer uso de la BANCA DEL CIUDADANO, deber\u00e1n solicitarlo por escrito al Presidente del Honorable Concejo Delirante, consignando el tema sobre el cual se refiera y una breve s\u00edntesis del mismo. Todos los ciudadanos que la peticionen deber\u00e1n ser escuchados salvo cuando por unanimidad del Concejo y fundamentando su posici\u00f3n se niegue el derecho.<\/p>\n\n\n\n<p>ARTICULO 3\u00ba: En reuni\u00f3n parlamentaria se establecer\u00e1 quienes expondr\u00e1n en la respectiva sesi\u00f3n respetando el orden de petici\u00f3n salvo que su urgencia o pertinencia deba alterar el orden. <\/p>\n\n\n\n<p>ARTICULO 4\u00ba: Se dispondr\u00e1 previo a cada sesi\u00f3n ordinaria de hasta veinte minutos para escuchar a quienes ocupen la BANCA DEL CIUDADANO pudiendo cada orador hacer uso de la palabra por el termino m\u00e1ximo de diez minutos. Los Concejales podr\u00e1n emitir opini\u00f3n de inmediato si as\u00ed lo desearan y la presidencia propondr\u00e1 al Cuerpo, el que por simple mayor\u00eda aprobara su remisi\u00f3n a la correspondiente Comisi\u00f3n, inici\u00e1ndose un expediente. En comisiones el expediente tendr\u00e1 el tr\u00e1mite normal ya que su presentaci\u00f3n y fundamentaci\u00f3n no ser\u00e1 un hecho vinculante para su aprobaci\u00f3n.<\/p>\n\n\n\n<p>ARTICULO 5\u00ba: Comun\u00edquese, registrese, archivese.-<\/p>\n\n\n\n<p>DADA EN LA SALA DE SESIONES DR.
