VISTO: El contenido del Expediente N\u00b0 5.288-HC055-2.023 Interbloque Frente de Todos \u2013 Reconstruyendo Malarg\u00fce. Proyecto de Resoluci\u00f3n: Crear la Comisi\u00f3n Investigadora de Marcha y Gesti\u00f3n del Programa Enlace.<\/p>\n\n\n\n

La necesidad de realizar seguimiento a los Programas a los que la   Municipalidad de Malarg\u00fce se adhiere y en virtud de descartar posibles irregularidades administrativas y\/ o de otra \u00edndole.<\/p>\n\n\n\n

CONSIDERANDO: Que del Proyecto de Presupuesto General de Gastos y Recursos 2.023 ingresado a este Honorable Concejo Deliberante, a fs. 82 \u201cProgramas Incentivos Socio Laborales\u201d<\/em>, en cuanto a \u201cPartida Anal\u00edtica Programa Enlace\u201d<\/em> y respecto a \u201cProveedor\u201d, \u201cPeriodo 2.022\u201d, <\/em>del listado de personas acompa\u00f1ado, se advierte como beneficiarios a empleados municipales y personas que de acuerdo a documentaci\u00f3n que se acompa\u00f1a, no habr\u00edan culminado sus estudios secundarios correspondientes, habi\u00e9ndose otorgado Certificado de Estudios Secundarios Cursados en Tr\u00e1mite a supuestos alumnos, que seg\u00fan libro matriz expedido por la Directora Lic. Leticia Mart\u00ednez, Directora Titular  del CENS N\u00b0 3-512, se consign\u00f3 en sus observaciones y respecto de las mismas personas, que \u201cAbandon\u00f3 \u2013Debe Documentaci\u00f3n\u201d<\/strong>.-<\/em><\/p>\n\n\n\n

Que adem\u00e1s, en los Certificados de Estudios acompa\u00f1ados y suscriptos por el entonces Director Profesor Fabi\u00e1n Amaya, se advierte la coincidencia que los mismos han sido emitidos en la misma fecha, \u201c09 de mayo de 2.022\u201d.-<\/em><\/p>\n\n\n\n

Que adem\u00e1s de ello y de acuerdo a consultas efectuadas al Profesor Fabi\u00e1n Amaya, las firmas insertas en dichos certificados, no pertenecen al pu\u00f1o y letra del mismo.-<\/p>\n\n\n\n

Que la referida documentaci\u00f3n habr\u00eda sido presentada a los fines de obtener un beneficio econ\u00f3mico a trav\u00e9s del Programa Enlace del Ministerio de Econom\u00eda de la Provincia de Mendoza, y gestionado en nuestro \u00e1mbito local por la Oficina de Empleo, dependiente de la Municipalidad de Malarg\u00fce.<\/p>\n\n\n\n

Que en virtud de posibles irregularidades en detrimento del inter\u00e9s p\u00fablico, es que resulta necesario que el Honorable Concejo Deliberante efect\u00fae una investigaci\u00f3n sobre los hechos expuestos, y en caso de corresponder, una vez concluidas las actuaciones, elevar para su intervenci\u00f3n a los organismos de contralor correspondientes.<\/p>\n\n\n\n

Que el articulo 71\u00b0 de la Ley N\u00b0 1.079 Org\u00e1nica de Municipalidades, en cuanto a las atribuciones del Honorable Concejo Deliberante, Comisiones de Investigaci\u00f3n, autoriza en su inc. 2\u00b0 \u201cNombrar de su seno comisiones de investigaci\u00f3n, para que le informen sobre la marcha de la administraci\u00f3n en determinadas materias\u201d.<\/p>\n\n\n\n

EL HONORABLE CONCEJO DELIBERANTE DE LA MUNICIPALIDAD DE MALARG\u00dcE EN USO DE LAS FACULTADES QUE LE SON PROPIAS<\/p>\n\n\n\n

RESUELVE<\/p>\n\n\n\n

ART\u00cdCULO 1\u00ba: Crear una Comisi\u00f3n a los fines de investigar la marcha de la Administraci\u00f3n en la Gesti\u00f3n por parte de la Municipalidad de Malarg\u00fce del Programa Enlace, perteneciente al Ministerio de Econom\u00eda de la Provincia de Mendoza, de acuerdo a la documentaci\u00f3n obrante en la presente e informe:<\/p>\n\n\n\n

ART\u00cdCULO 2\u00ba: Conformar la Comisi\u00f3n Investigadora de Marcha y Gesti\u00f3n del Programa Enlace, con los siguientes Ediles: Camiolo Silvina, Hidalgo Rodrigo, Rosas Gabriel.<\/p>\n\n\n\n

ART\u00cdCULO 3\u00ba: Citar a las personas que la Comisi\u00f3n considere conveniente.<\/p>\n\n\n\n

ART\u00cdCULO 4\u00ba: Comun\u00edquese, reg\u00edstrese, agr\u00e9guese copia de la presente en las actuaciones correspondientes y arch\u00edvese.<\/p>\n\n\n\n
