VISTO: El contenido del Expediente N\u00ba 5.452- HC 066-2.024 Interbloque Partido Justicialista \u2013 Frente Cambia Mendoza \u2013 Reconstruyendo Malarg\u00fce \u2013 UCR Independiente \u2013 Encuentro \u2013 Uni\u00f3n Mendocina. Proyecto de Ordenanza:\u00a0 Programa de Ayudas Econ\u00f3micas Educativas \u2013 Becas y\/o Subsidios y la necesidad de realizar el pago correspondiente al a\u00f1o 2.024.<\/p>\n\n\n\n

CONSIDERANDO: Que es habitual que este Honorable Cuerpo contribuya al desarrollo social, a trav\u00e9s del beneficio de la entrega de Becas o Ayudas Econ\u00f3micas a familias vulnerables que posean hijos en etapa escolar y\/o Instituciones de servicio p\u00fablico. Todo ello con el fin de salvaguardar el derecho a una buena educaci\u00f3n y evitar de este modo la deserci\u00f3n escolar dentro de nuestro Departamento.<\/strong><\/p>\n\n\n\n

 Que anualmente el Honorable Concejo Deliberante de la Municipalidad de Malarg\u00fce, incentiva la continuidad educativa, alienta el acompa\u00f1amiento en el desempe\u00f1o de los alumnos y contribuye con aportes econ\u00f3micos bajo el r\u00e9gimen de subsidios a distintas Instituciones de nuestro Departamento.<\/p>\n\n\n\n

Que en los \u00faltimos meses el costo de vida se ha visto incrementado debido al \u00edndice de inflaci\u00f3n, causando la p\u00e9rdida de poder adquisitivo en los consumidores con la consecuencia directa en el inicio de actividades escolares.<\/p>\n\n\n\n

Que la ense\u00f1anza y la formaci\u00f3n de profesionales es una verdadera inversi\u00f3n a largo plazo y el futuro de nuestro Departamento se encuentra, entre otras cosas, subordinado a ello.<\/p>\n\n\n\n

Que el Estado debe asegurar la educaci\u00f3n de nuestros j\u00f3venes, generando para ello las herramientas que considere necesarias para alcanzar los objetivos establecidos.<\/p>\n\n\n\n

Que del mismo modo, es responsabilidad del Estado el asegurar la educaci\u00f3n en el foco de su comunidad y tambi\u00e9n la Protecci\u00f3n a las Sociedades y Centros de Beneficencia por medio de subvenciones fijadas en los presupuestos, estableciendo sus objetivos y forma de inversi\u00f3n.<\/p>\n\n\n\n

Que el Art\u00edculo N\u00ba 82 de la Ley Provincial N\u00ba 1.079 Org\u00e1nica de Municipalidades, prev\u00e9 y crea las herramientas y el marco jur\u00eddico necesario a los fines de colaborar con las organizaciones sociales que tienen como objetivo el de contribuir y optimizar el Desarrollo Social en su conjunto.<\/p>\n\n\n\n

Que se hace necesario que este Honorable Cuerpo tenga la posibilidad de apoyar las actividades de las diferentes Instituciones no gubernamentales a trav\u00e9s de la contribuci\u00f3n econ\u00f3mica, por medio de subvenciones o subsidios para fines determinados, que ayuden en alguna manera a la importante actividad que estos organismos realizan en pos del desarrollo comunal.<\/p>\n\n\n\n

Que la metodolog\u00eda a implementarse en la entrega de subvenciones o subsidios, debe estar adecuada, administrativamente y legalmente de forma que su aplicaci\u00f3n sea completamente transparente a los ojos de la comunidad malarg\u00fcina.<\/p>\n\n\n\n

Que a efectos de no generar erogaciones adicionales al Presupuesto del Honorable Concejo Deliberante, es adecuado que cada Concejal determine el fin de los fondos asignados a \u00e9ste, optando por la entrega de becas o subvenciones seg\u00fan estime conveniente.<\/p>\n\n\n\n

EL HONORABLE CONCEJO DELIBERANTE DE LA MUNICIPALIDAD DE MALARG\u00dcE EN USO DE LAS FACULTADES QUE LE SON PROPIAS<\/p>\n\n\n\n

ORDENA<\/p>\n\n\n\n

ART\u00cdCULO 1\u00ba: Cr\u00e9ase el Programa de Ayudas Econ\u00f3micas Educativas (Becas) y\/o Subsidios a Organizaciones Civiles sin fines de lucro, en el \u00e1mbito del Honorable Concejo Deliberante, seg\u00fan el Reglamento que forma parte de la presente, como Anexo I.<\/p>\n\n\n\n

ART\u00cdCULO 2\u00b0:  Establ\u00e9cese que los montos m\u00ednimos y m\u00e1ximos contenidos en el Reglamento del Anexo I, ser\u00e1n v\u00e1lidos por el a\u00f1o 2.024 y deber\u00e1n ser ratificados y\/o actualizados de forma anual mediante pieza legal del Honorable Concejo Deliberante.<\/p>\n\n\n\n

ART\u00cdCULO 3\u00b0:  Dest\u00ednese al Programa de Ayudas Econ\u00f3micas Becas y\/ Subsidios Subvenciones el monto de PESOS CUARENTA MILLONES ($40.000.000,00) a repartir en los diez ediles por un valor de PESOS CUATRO MILLONES ($4.000.000,00) por cada uno, por los meses de julio a noviembre del a\u00f1o 2.024<\/p>\n\n\n\n

ART\u00cdCULO 4\u00b0:  Imp\u00fatese los gastos emergentes de la aplicaci\u00f3n de la presente Ordenanza al Presupuesto vigente del Honorable Concejo Deliberante.<\/p>\n\n\n\n

ART\u00cdCULO 5\u00b0:  Comun\u00edquese, reg\u00edstrese, c\u00famplase, publ\u00edquese, agr\u00e9guese copia de la presente en las actuaciones correspondientes y arch\u00edvese.<\/strong><\/p>\n\n\n\n
